So Dragonvale Shrines ellude to the fact that once you have hit their dragon quota (for the specified dragon type) then you will be able to increase your Dragon's level further. Excellent. If you were paying attention upon its placement, you'll have also noticed that they can't be sold once they are placed. Being that it would be next to impossible for you to possses 50 fire dragons at any one time and have any real diversity in your park (the makers of the game realize this wouldnt really be very fun), the answer isnt have 50 of a given type of dragon at once, but over time. You see the Shrine records the amount of dragons you've leveled to 10. It maintains that count even though you may sell a dragon. So the way the shrines are intended to work is that a player would actively breed and sell a specific type of dragon to increase the cumulative count of say, Plant dragons. Speaking of plant dragons, I'll draw you up an example on how you can quickly fill out that Plant dragon shrine.
So being that it takes around 10k food for a dragon to go to 1 to 10 and you need 50 dragons to activate the shrine quota, it will take you around 500k food to go from a shrine with 0 dragons (not really likely) to 50 dragons. If you're like me you've already got at least 10 of those knocked down. Since it costs about 50 gold per food, that shrine will take about 25 million to activate. Currently a Dragon's max level is 15 and the food cost to get them there is very hefty (shown here). Once a dragon reaches level 15 they'll have a small globe near their head of their elemental attunement. Since you'll be getting a new shrine each level and food levels you very quickly... you should be busy for a while activating those shrines.
